Today is a sad day for all Filipinos. The House of Representatives has just voted to approve House Resolution 1109 otherwise known as “A Resolution Calling Upon Members of Congress to Convene for the Purposes of Considering Proposals to Amend or Revise the Constitution, Upon a Vote of Three-Fourths of All the Members of Congress.”
They did this by sheer number, bypassing the 23-member Senate. As required by the 1987 Constitution: “Any amendment to, or revision of, this Constitution may be proposed by: (1) The Congress, upon a vote of three-fourths of all its members; or (2) a constitutional convention.”
