The Land Transportation Franchising and Regulatory Board or LTFRB, headed by LTFRB Chairman Alberto Suansing, will be running after drivers who refuse to convey passengers to their destination, among other offenses, this December.
Those caught will be fined P1,000 on top of the month-long suspension of their driver’s license and will be forced to attend a month-long seminar. I think this should be a year-long campaign and should not be limited to the holiday season alone.
Some of the things the LTFRB can do is to plaster stickers on the dashboards and windows of taxis with the contact numbers of LTFRB to report these erring drivers. Also, it would also be nice if the LTFRB made itself more visible online — social networking tools like Facebook and Twitter can be used to reach as many public commuters as possible.
The LTFRB complaint form is too simple. It needs to be handled like a trouble ticket system and make sure the issue is resolved.

Update [Dec. 13]: I just experienced 2 instances where cab drivers negotiated for fixed rates instead of using the meter last night at Shangri-la EDSA. I’ll try again tonight tonight to catch some more erring drivers so I can report this to the LTFRB.

Thanks for dropping by, Vince! I think what every agency, not only LTO, is a professional way of handling complaints over the phone, over the internet, and on social networking sites. Right now, it's being handled personally by Mr. Suansing which I commend. But this is not sustainable. They need a system to make it a sustainable and effective process.
