The fuss about the Reproductive Health bill

I don’t really understand why Congress has not yet passed the Reproductive Health (RH) bill when it’s supposed to help more women, especially in the marginalized sector, gain more access to reproductive health care. Is it because they’re afraid of these Catholic church groups, where majority of their constituents belong to?

Is it because they [congressmen] themselves are bound to their religious beliefs rather than the good of the Republic? Even with repeated calls from the international community to hasten to passage of this bill, congressmen tend to ’sway’ more to the side of these church groups as implied in an article from Inquirer.net:

The RH bill remained pending for years in the House of Representatives partly due to the resistance of several Church groups. Two panels composed of congressmen were created in the chamber to debate on the bill in plenary when session resumes on November 9.

Is political survival more important than passing a bill that would benefit majority of our countrymen?

What is the Reproductive Health (RH) bill all about?

The Reproductive Health Bill (HB 4110) intends to push the use of both artificial and natural means of family planning as a way to control population and to ensure the health of mothers and children. The bill was introduced by Reps. Edcel C. Lagman, Janette L. Garin, Narciso D.Santiago III, Mark Llandro Mendoza, Ana Theresia Hontiveros-Baraquel, Eleandro Jesus F. Madrona.
