Small retailers continue to defy the BIR

Tiangges or small variety stores/retailers continue to defy the Bureau of Internal Revenue’s (BIR) despite the warning of not issuing official receipts. The program called SanTAX Claus, meant to improve tax awareness by encouraging the general public to habitually demand invoices for goods purchased and official receipts for services paid for, was launched in November through Revenue Memorandum Order No. 34-2009.

Last night, I went to Greenhills to shop for gifts and all the stores I bought items from did not issue any receipt at all! While it was my fault for not demanding an official receipt, this just proves that Filipino retailers are not afraid of BIR sanctions which imposes a fine of not more than P10,000 for non-issuance of receipts. Again, this disobedience has dire consequences to the economy. By not paying the correct taxes, we are not only depriving the government but also ourselves since we are the beneficiaries of the money collected by government. You may argue that the money we pay goes to corruption but think about the thousands of government workers who are dependent on tax collections for their salaries, the thousands of people who depend on the government for their medical needs, and the list goes on.

Again, if we, as consumers, do not demand official receipts whenever we buy something, we are condoning these acts of scrupulous businesses.
